Presentation of the Ministry of National Education, Teaching, Research and the Arts

Presentation

The Ministry of National Education, Teaching, Research and the Arts is the Comorian administration responsible for preparing and implementing government policy in the fields of Education, Teaching, Research, the Arts, four sub-sectors which it is responsible for managing.

It is directed by, his Excellency Djaanfar Salim Allaoui.


Formal education and informal education

In the Comorian education system, there are two sectors: formal and non-formal.

Formal education involves several levels and types of education.

It is made up of preschool, elementary education, general secondary education, technical education and higher education. At each of these levels, alongside public education, there is private education which has developed considerably in recent years.

As for the non-formal education sector, it includes literacy and Koranic schools. Taking into account the diagnosis made in 2012 on the Comorian education system, to be in line with the national strategy documents, the national education policy is structured around the following three priorities:

  • Progress towards achieving the EFA goals and the MDGs
  • Create the conditions for optimizing the resources allocated to education
  • Improve results-based management and steering.

Mission

In addition, the strategic orientations thus defined aim to include the education system in the dynamics of the country's development. These orientations are aligned with a global sectoral vision, a convergence between the internal assets of the system, the development of capacities, the increase in equal opportunities, up to the management of development aid.

Finally, the Ministry of National Education must meet by 2020 challenges such as:

  • Accelerate access to early childhood development initiatives through the integration of renovated Koranic education into the national education system
  • Accelerate universal primary education
  • Diversify and revitalize secondary education in order to increase accessibility and equal opportunity, as well as improving the quality of teaching and learning
  • Promote the promotion of science education in colleges and high schools with regard to the challenges of globalization
  • Diversify technical education and vocational training by creating high schools or technical and vocational schools to meet the needs of employment and work
  • Creating vocational training centers to promote the learning of trades for young people for their integration into working life are the major challenges for the development of the sub-sector.
  • Strengthen the reception capacities of the UDC in order to increase accessibility for a large number of students
  • Improve the quality of teaching and learning at the UDC, in order to meet the country's needs in terms of competent human resources
  • Strengthening capacities and promoting research at the UDC to face the challenges of globalization are the major challenges for this sub-sector
  • Promote functional literacy
  • Guarantee the empowerment of women for the elimination of all forms of disparities between men and women
  • Strengthen the resource capacities of the system and put in place planning, administration and management tools
  • Systematically include in any education program or project, effective interventions to ensure awareness before, recovery and continuity of education during and after emergencies.
